Abstract

This article attempts to help political science, social psychology, sociology and related disciplines basic theory research method used in the analysis and use of historical data on the basis of, and strive to explore a dynamic perspective Republic of Henan Province, the first session of Parliament activities , the operation of the basic situation: analysis from multiple perspectives and seeks gradual transformation of the provincial council and the early Republican underlying causes of the process of political democratization achieve Obstacles. This paper argues that due to some objective and subjective reasons, Henan Province, the first parliamentary elections appeared chaotic phenomenon. This election is essentially a small elite, and the election of local forces, the majority of people are marginalized position. Nevertheless, this election expanded people's political participation. Election results dominant KMT members, but because of the KMT molecule itself was mixed, Face purposes, and strongly support the military governor Zhang Zhenfang Unity Party, therefore, the provincial council was first established, the KMT members already begun differentiation. During the first year, lawmakers attitude is positive. They care about provincial life of the people, and strive to participate in provincial, monitoring the government, the motion quite good. People during this period has also been given considerable provincial council support and trust. However, due to administrative departments do not fit the majority of motion remain on paper only. Due to various reasons, the second revolution after the second round will be held if there is a gradual sun sets and the potential. Second revolution, in the executive branch under the weight of the Provincial Assembly silent, quite tragic. Hongxian parliament re-opened after this time Parliament has been lax internal and factional scene, disputes continued. At this point the muzzle lawmakers turn inward, concerned for the battle between the factions resulted lawmakers ignore their responsibilities. Therefore, this period is basically no provincial council performance. In short, the first is the gradual transformation of the provincial council. I believe that the transformation of many reasons, the harsh environment in which Parliament, the lack of public trust and support, the quality of members is not enough in itself, the impact of deep-rooted political culture is degraded and parliament members metamorphosis reasons, and these reasons are can not be rid of, and therefore, the first provincial council gradual transformation is inevitable. This paper attempts to analyze the first session of the provincial council from its inception to the end of the whole process, which reflects the plight of political democracy in China at that time.
