Abstract


In many administrative assistance activities , the public security organs as an exercise of coercive power by the state administrative bodies , strong and efficient administrative implementation capacity is often making it a subsidiary of the many administrative activities , in other administrative organs can not effectively carrying out administrative activities , police powers to become a booster. Due to the lack of restrictions and norms of the legal system -level the real police administrative assistance activities , the police forces being abused , the behavior of the police to assist activities do not meet the procedural norms that against the public interests and the legitimate rights and interests of citizens , even aroused the hostility of the majority of people the police .
