Agriculture is always on a fundamental position in any country, and the development of this industry is depended on the situation of agriculture soil. But with the development of every country economic,resources exploitation,industry pollution discharge, and much other pollution factor, which cause much farming soil pollution from dot to face, farming soil pollution also bring serious damage to human body, which threatening safety of human life and property, farming soil pollution becoming vexed question all over the world.With the improvement of society, some countries converting industry blind faith from farming contamination, which receiving delectable result, realizing harmonization of the industry and agriculture, realizing the changing that pollute style society from clean style society successfully. Japan just is one model of these successful countries, the birth of Japan soil countermeasure, the whole process which is not successful. On the Dec.25th.1970, Japan published“farming soil pollution Prevention Act”, with the rising voice of society, people who make forth effort in discussing drafting a series of Applicable Law, at the seminar which setting up in ministry of the society.This article aims at survey of the soil Pollution Prevention Act, law enforcement, and the technical question related investigate and countermeasure, at proceed explaining the profound in simple terms. About incidental bill resolution, try for favoring driving system actively; also give the specific examples to discuss.With applying of Farming soil pollution countermeasure law ,not only solve farming soil pollution problem, but also put much affect on enterprise letting out pollution, the owner of the land, country resident, country finance organization, investor. On the other hand, it brings a lot of trade chance in enterprises which are engaged in surveying and repairing. This article is divided into six parts as follows:The first part summarizes by Japanese farmland soil pollution control legal system. Which contains Japanese agricultural land resources situation, Japanese agricultural pollution incident, pollution sources and soil pollution characteristic legal systems of the background elements, as well as Japan relevant systems of the emergence, development and legal system analyse.The second part, discusses the important system of Japanese farmland anti-fouling - soil pollution survey system, including survey system settled in the legal system, the reason for the investigation, investigates into subject and object ,the results of the survey report and utilization, Survey responsibility ,and so on.The third part is about agricultural land of pollution control regulations. Divided into two aspects of designated and improvement. Designated as countermeasures area registration namely "account" system, including "stand-books of" setting, recorded alteration and eliminating problems; Improvement of contaminated soil renovation is, discusses the main body, plan, renovation programs and governance effect etc.The fourth part is the fourth chapter, this part is about soil prevention of legal system, which is on the implementation of cohesive investigation, management and renovate plays a promoting and complication more important of several supporting system - risk prevention, liability set, fund system, technology promotion and natural agricultural system are described herein. The fifth part is about legal system’s implementation status, taking careerism description method of legal system is implemented after obtaining effect; legal meaning and social influence on simple description and comments, and its deficiency aspects canvassed investigation.The last chapter of the article, namely the sixth part is Japan system to construct and perfect relevant mechanism of reference and function, analyzed current system present situation and imperfections, through studying Japanese related system to discard, puts forward the spirit of my Suggestions.Let us learn from Japan, Japanese chapter system, its advance and comprehensive system of legal on farming soil pollution.
