Abstract


The administrative supervision system restore in China since 1986,clean and efficient government construction plays a role. But with the political and economic development, China’s current administrative supervision system have the many problems to be solved.The first,Supervisory organs and discipline of the reconsideration is dual leadership system,The administrative supervisory organs lack of independence. The second,Administrative supervisory authority is too narrow, no authority.The third,The lack of legal about administrative supervision and administrative supervisory organs, What cause supervision and administrative supervisory organs and personnel abuse problem.The reform of the administrative supervision system, We should begin from the following aspects:First,It separate Supervisory organs and discipline from Political System,In the People’s congress set up administrative supervisory commission, which it make administrative supervisory organs independent status.Second,In the Administrative system merge Auditing organs and supervisory organs in order to uniform audit to people or things. Third, To strengthen law enforcement surveillance of the administrative and the efficiency supervision.Fourth,We should perfect legal system and supervisory personnel system including training, promotion, wherefore it construct of the high-quality administrative supervisory personnel. Fifth, Create commissioner system of administrative supervision of Chinese characteristics. Sixth, Perfect supervision system in regard of the supervisory authority and supervisory personnel, Strengthen supervision legality and publicity, Strengthening supervision of the People’s congress and citizens, Establish judicial review system. Seventh, Perfect ing civil servant property system reform, approval system of deepen the administrative and the reform of the cadre and personnel system,To speed up reform of the financial management system,Perfecting accountability system of the administration.
