Abstract


International liability regime is one of the most important system in modern international law, and international criminal responsibility is related to the vital interests of the most important countries and highly contemporary national attention, the main issue of the scope of international criminal responsibility, has always been controversial quite and more. This article is intended to demonstrate the main body of the international criminal responsibility is limited to individuals, not including such a point of view of the national as well as international organizations. Article consists of five chapters, the main content and writing ideas are as follows: The first chapter is an international form of responsibility Overview \characteristics and under Chapter II, \and able to take the point of view of the international criminal responsibility; against the state is an international criminal subject and able to take the point of view of the international criminal responsibility; support national international criminal subject, but against the state to assume the point of view of the international criminal responsibility. Then they raised the author's point of view, that the country could become the main international crime, but not the main commitment of the international criminal responsibility.
