Abstract


Xinjiang is a major agricultural province, the rural population accounts for more than 60% of Xinjiang 's total population , pension issues related to the stability and development of Xinjiang to solve the rural population . With the impact of global aging , the development of non-agricultural industries in rural areas , farmers increased mobility , family size , pension concept of change , \the land endowment \Therefore, the establishment of a scientific and effective rural pension insurance system is imperative. This is to achieve a comprehensive well-off, and the establishment of a harmonious society , is essential. And all of this , we must first legislation to develop a comprehensive rural social endowment insurance system , to regulate all aspects of rural social endowment insurance . At present, Xinjiang traditional rural old-age security is gradually weakening pension insurance system as a new type of security system still need to further improve and perfect . In this paper, the main problems of the rural social pension insurance in Xinjiang , as well as the experience of the developed countries rural endowment insurance system introduced Xinjiang rural social endowment insurance system to explore how to improve from the legislation . The main content of this paper includes four parts: The first part reviews the history of the Xinjiang rural endowment insurance system , improve the rural social endowment insurance system significance ; specific reality of the second part from a rural community in Xinjiang , Xinjiang existing rural the problems of the social pension system ; third part analyzes the foreign rural social old-age insurance system and its legislation ; fourth part is the focus of the article , combined with the the Xinjiang regional situation , improve the rural social endowment insurance system in Xinjiang legislation envisaged , designed the basic framework and basic principles , and put forward a number of specific programs .
