Abstract


Law and national rights and make sure, the integration of and unity. any country in the choice of mode, to examine what the present social problems is the rule of law first goal, and in various fields and realistic issue of the most prominent, the most concentrated on the question of public power. Community extend to all the members of his own independent power to make a contract to government, this is the government’s only a legitimate way, public power which is the only basis. any power under the supervision and restrictions must not lead to abuse and corruption, social requires strength and authority and fair legal to curb the rights and justice. Law without power, the law is passed, and only by the state will be reflected in the form of social existence by virtue of state power to establish themselves in social life of the authority and effectiveness. The rule of law is, can full use of the state power to promote and protect citizens’ rights and prevent the misuse and corruption, the state organs and public officers to correct exercise of power and the people empower the real for the people’s interests. Socialist legal system to prevent abuse of power and authority of the basic measures is correct to establish a logical structure, science, the application by an effective, strict and effective supervision mechanisms to the power of the operation and policy-making, implementation, etc is integrated into the power to supervise the regulated system, ensure that the power to institutionalize and give it legal sanction orbits.
