Abstract


Since Deng Xiaoping launched the reform and opening up, China is in the process of political, economic and social transformation. In the economic field, the development of the socialist market economy will inevitably lead to the interests of the subject and content of interest to constantly adjust the increasingly diversified interests inevitably require political system and government management system to adjust to changes in interest. Terms of political reform, can be attributed to how the Government from unlimited liability Government transformation into a limited liability government \Chinese football reform, can be said to be a part of this dynamic process, but also a microcosm. Currently there is a huge dilemma between state and society in China. First, the state power and social rights predicament. State authority is too large, and not restricted against social rights, which in some contexts: the formation and exercise of state power is also a lack of adequate participation of social rights. Second, the state power problems in the performance of its duties. Chinese football system also exist such problems. Countries themselves lack of power between the state and society to improve this dilemma, forcing us to analysis from a social point of view through the construction of civil society to promote reform, to clarify the relationship between the state and society, that the need to build a civil society. In this paper, three conditions need to build civil society in China through the analysis of the reform process of the Chinese football. First of all, it is the openness of public opinion. The openness of public opinion helps to expose the problems of system, and a clear understanding of the state and society to these issues, and thereby create the conditions for the formation of a consensus. Secondly, there is the realization of social rights. Social rights on the one hand need to clarify the concept of the limits of state power and social rights, on the other hand you need a reality practice. In the case of China's current level of democracy is not high enough, the rule of law is not perfect, the positive interaction between the state and society is an important condition for realization of social rights in practice. This is also the third condition is to build a civil society. Of course, the interaction between the state and society is full of confrontation, but the positive interaction is a necessary condition for the development of long-term social, political. Achieve positive interaction depends to some extent on the interaction participants prudent restraint, political vision and uphold the responsibility for ethical attitude of the actions to be taken. This article further analyzed the function to promote democracy and improve the rule of law has to build a civil society in China. Build civil society in promoting democracy, manifested in two aspects of the various channels and means for the political participation of citizens and civic democratic political culture. Improve the rule of law, civil society, including: constraints and supervision of state power;, prompting countries to fulfill their own responsibilities; gradually overcome legal instrumentalism in the law to be just good law. Promote democracy and improve the rule of law, will largely solve the plight of the relationship between state and society. The part of the analysis is also a response to the need for analysis of building civil society. The preliminary results achieved by the Chinese football reform, build civil society has proved. Overall, China's civil society is still in the bud developmental stages, build long way to go.
