Abstract


Increase government transparency , increase the intensity of the administrative public is a major trend in the world of democratic development since the mid - 20th century , the emergence and development of the network technology has effectively promoted the development of this trend . Have made in our country , the citizens' democratic awareness , the development of the market economy matures and the WTO principle of transparency requirements , improving the administrative system of open , increase the scope of disclosure of government information , increase government transparency become the inevitable choice of the Government . Starting from the analysis of the connotation of the principle of administrative openness , comparative analysis reveals the profound meaning of the principle of administrative openness , and its established social background and significance is briefly introduced , followed by analysis of the higher principle of administrative openness as the Chief law principles of necessity and possibility , and finally discusses the principles of the system of administrative public building .
