Abstract


The relation between the police and the people is a major part of harmonious society. Among many complex social relations, the relation between the police and the people is more important and sensitive as it involves every aspect of social security and administrative management and is related to the image of the Party and the government. Nowadays, our country is transmitted from planned economy to market economy and the social management mode is changed from statically closed to dynamically open, which result in the imbalance and conflict on the relation between the police and the people to some extent. Under the guidance of scientific development concept, establishing a harmonious relationship between the police and the people is essential, which can provide the strong support for the work and help to achieve a comprehensive, coordinated and sustainable development environment.Based the case of Tianjin Public Security Bureau, the political science, management science and sociology theory were conducted and combined with public security research and the development of foreign public relations in order to build a harmonious relations. The problems and main reasons of development of the prominent public relations and the method to build a harmonious community relation were discussed in this work as well.The whole text was divided into six chapters. First, was studied and then the basic ideas and the main research contents by introducing the development process of Chinese and foreign public relations were proposed after the study of the situation about current public relations and tasks. Second, the basic theory of police community relations and harmonious police community relations regarded as the key elements was introduced in this work. Then, based the case of Tianjin Public Security Bureau, this work indicated that building harmonious community relations was of great importance as many social problems were also existed till now. In addition, clear criteria was presented according to the analysis of the main reasons that had influence on public relations.In general, this work inferred that the harmonious management, harmonious communication, harmony and institutional mechanisms and the means of building a harmonious police camps were regarded as the suitable methods which could make harmonious community relations come true.
