Participation by citizens , academics have been more concerned . Generally stressed the importance of civic participation , and from the human rights, legal and democratic content , the article discusses the necessity of citizen participation and rationality . However, the course of the study , there are still some problems. In this paper, the characteristics of citizen participation has been fully analyzed , that citizen participation itself, there are externalities, need to have some limits. According to administrative decision-making process of goal setting , program development and implementation choices and decisions will need to be divided into administrative decision-making does not require citizens to participate in civic engagement and to two categories, which has its own characteristics and according to decision making and citizen stakeholders resistance, the implementation process of citizens and other factors affecting the specific categories . According to the above classification for citizen participation in administrative decisions our current problems were fully analyzed . Taking into account our country is in transition from a system proposal , decision-making environment , ideas and other aspects of the protection of citizen participation development through fostering social groups , a sound institutional arrangements and other ways to promote citizen participation in the development of our country .
