Abstract


The phenomenon of social classes and groups’social mobility will continue to exist in different stages of development in each country, it have never stopped. However, the issue of social mobility of migrant workers show a degree of Chinese characteristics, its particularity is the transitional form and complexity of the group. At present, the status of migrant workers are lag behind their profession changing. The objective differences syetems to migrant workers can not follow the times of institutional development and change. The absence of which the role of the government and the system of supply shortage is the formation of the main aspects of the problem.The new generation of migrant workers has more pressing needs and more appropriate conditions than the previous generation on the authority of migrant workers’characteristics. They are anxious for entering city and realizing identity transformation. The factors of influencing mingrant workers have two hands. On the one hand, mingrant workers’self-induced reasons determined them free flowing. On the other hand, the influence of ascribed factor such as social institutions is of the utmost importance. In which the ascribed factor setting by government-led conditions determine migrant workers’mobility through the market and administrative multi-way directly or indirectly. The leading force of guiding migrant workers’social mobility is the government, and the force of solving the mobility problem is none except the government. Governments need to understand the cause of the problem and their own responsibilities, and promote the free flow of peasant workers through institutional reform and innovation, including ducation, social security, housing and other aspects. This measures will promote migrant workers completion of class differentiation. The specific role of government is supplize the syestem in the process of promotion of migrant workers from rural and access to urban .
