Abstract


The reinforcement of Rural Cultural Construction is a channel to guarantee the cultural rights and interests of the peasants, an important way to realize the Construction of Harmonious Society in rural area a fundamental engineering of constructing the harmonious situation of the whole society, and an effective way to make use of the rule of culture development to accelerate the Material Civilization and Spiritual Civilization in rural area, an important way and effective method to realize the Well-Off goal in the countryside and to stimulate the development of economy, policy, ideology and society in rural society from all dimensions. Therefore, to strengthen the construction of rural culture not only have strong short-term significance but also have strong long-term significance. Building a new socialist countryside is a systematic project. During this process, ideological and political education, as asocial practice, plays the crucial role because of its significance, which promotes construction of politics and legal system of the new socialist countryside, guarantees its harmony and stability, promotes its benign development of economics and improves its spiritual civilization construction. What’s the major task of rural ideological and political education in new period is to carry out socialistic scientific development view, to cultivate socialistic new type of farmers to propaganda the construction theory of new socialist countryside and to establish socialistic values as the core. Rural rear youth, as the main force in the construction of new countryside, the ideological and political education and their cultural construction is the spirit Social construction of priority.However, since the Policy of Open and Reform in china, its rural cultural construction is relatively legging behind and having many obstacles, including not only the insufficient investment and "emphasis thing belittle person" in input system; department segment, duplication of infrastructure construction, massive waste in organization; "emphasis form belittle effect" in estimation; but also partial dissymmetry in the demand and require structure of rural culture; marginality, laggard and close in Urban-Rural structure. Rural culture are always improving, but the obstacles in organization and structure made this process slowly, the obstacles include the trends of following-out and the emergency of cultural elite in rural area from the angle of main body; the shrinkage of folk Non-Material Culture as well as the rise of the permeation and the demand of modem metropolitan culture from the angle of contents; the shrinkage of low-tech cultural service products and the population of high-tech cultural service products from the angle of culture carrier; the shrinkage of commonweal cultural activities and the growth of folk cultural organization. What’s more, this improvement, combined with the transform from tradition culture to modern culture, become more and more complicated.Since the founding of new China, by reviewing the construction of rural youth culture, analyzes current changes in the urbanization process of the rural rear of ideological and political education and youth culture construction of related problems and their causes are analyzed and consolidate the foundation, the implementation of rural culture construction in rural and urban back-feeding through ideological and political education guide the development of culture construction of new ways.
