Abstract


Rural migrant workers is a new army of workforce coming forward in the process of our industrialization of urbanization. Since the reform and opening to the outside world, large amount surplus of labor force left their homes and rushed to the cities. They devoted themselves to the building of urban modernization, created large social wealth and made great contribution to the city prosperity. However, due to historical and current causes, social security rights of such a massive working army weren’t attached their deserved importance and protection. The establishment and perfection of social security system of rural migrant workers can be beneficial to solve the problems facing China’s agriculture, rural areas and farmers, can be a great drive to propel the process of our industrialization and urbanization, as well as a stimulus of social stability and the establishment of harmonious society.Through field investigation, this paper has a detailed understanding of the basic situation of rural migrant workers in Wenzhou city, of the status and their willingness about participating in the social security. It dissected the problems and causes lying in the social security of migrant workers, and put forward its countermeasures and suggestions. Five sections divided as follows:First section: It presents the background and significance of the study to social security of rural migrant workers, its study methods and the current study status of this issue at home and abroad, also, it pointed out the originality of this study.Second section: it introduced the current status of social security of rural migrant workers in China, and analyzed the importance to establish that of rural migrant workers.Third section: Based on this questionnaire survey, it analyzed the basic condition of the surveyed migrant workers in Wenzhou and their current situation to participate in the social security. Findings discovered thereof as below:ⅠCoverage rate of social insurance is low.ⅡSocial assistance and social welfare is deficiency.ⅢLow rate of labor contract signed.Fourth section: it further explained the arising causes of the above problems:ⅠFactor of household register system.ⅡIdealistic factor, which is manifested in the myopic attitudes of local government and low initiative of many employers for support migrant workers to participate in the social security.ⅢPersonal factor, including low cultural qualities, frequent fluidity, devoid of consciousness of social security, and poor awareness to protect their rights.ⅣFactor of legal system.ⅤFactor of capitalFifth section: In view of the above analysis, it put forward the suggestions to solve the social security problems of migrant workers in Wenzhou city. On one hand, priority should be given to establish the system of industrial injury insurance、medical insurance and the old-age insurance. On the other hand, construction of relative supporting facilities should be accelerated, for example, to promote reform household register system, speed up social security legislation, and establish the transfer mechanism of migrant workers social security at different place, increase their education, training and publishing.
