Abstract


Since the 3rd Plenary Session of thellth Central Committee of the Chinese Communist Party, Qingpu District has seriously carried out the CCP’s religious policy:gradually resume and open places for religious activities in order to protect religious people’s right to live a normal religious life. Generally speaking, religion has a healthy development over the last three decades. The legal process of the Administration of Religious Affairs has made progressed rapidly. Religious activities are normal and orderly. The relationship between religion and society becomes increasingly harmonious. At the same time, religion has also created a number of new situations and problems in recent years. These have raised new challenges and demands for new mode of Regulations on Religious Affairs. The current mode of the Administration of Religious Affairs is clearly unsuitable.The present writer holds that the key lies in changing the concept of the traditional regulations and innovating new mode of the Administration of Religious Affairs to resolve the outstanding issues.1) improving the level of class system and the realization of the downwarding of management gravity; 2) consolidating the Party’s resources to form a joint effort; 3) allowing social organizations, especially religious organizations, to fulfill their functions, and consequently form a "cooperative governance" and "good governance"This article employs the theory of new public management as well as the theory of service and governance to work out the overall plan, structure and specific content of innovating the mode of administration of religious affairs. It aims to enhance administrative efficiency and to improve the government’s modern management by optimizing management mechanism and integrating management resources.It’s a new exploration to apply the concept of "good governance" to the administration of religious affairs. The research on this essay not only has a direct impact of practice and guidance on the administration of religious affairs in Qingpu District but also has an impact of reference on that in all of the suburban areas in Shanghai.The concept of "good governance" should also be applied to other social and public affairs. Therefore, the content of this research has certain pragmatic significance for promoting the management of modernized urban society.This paper consists of four parts:the first part, mainly explains the background, purpose, theoretical significance and practical value of this research, defining certain concepts and relevant research results, it also describes the research methods and framework used in this paper. The second part, by analyzing the religious situation of Qingpu district and the existing analysis of administration of religious affairs, it points out current problems of administration of religious affairs in Qingpu District and focuses on the analysis of the management system from the religious point of view. The Third part, proposes the overall plan and model of reconstruction of the administration of religious affairs. The fourth part, makes the specific description of the improvement of the administration of religious affairs from the methods and approaches.
