Abstract

With the rapid development of social policy, economy and cultural, the internet technology is also got its popularity in the universal. Our country had got the enormous achievement since we began to research on internet technology in 1980s, nowadays, the user of internet is up to the quarter of our total population, stand the first place in the world. The extensive of internet application changes our lifestyle, and become the essential tool in our daily work and study. In the meantime, the internet also has some disadvantages, there into net pollution problem seriously affect social and public interests.Internet changed the way of information’s exchange among people, greatly enhanced the efficiency of information dissemination. Among these information dissemination, we both have merits and demerits, including the pollution information, such as sex, violence, false and fraud etc. Because of the market failure, therefore, only depending on the internet adjustment cannot solve the pollution totally. We also need government’s intervention to control the internet, in order to eliminate the loss of country and public.The start point of this passage is from the government’s regulation, analyzes the situation of internet pollution and its harms, illuminating the necessary of regulation on the net pollution’s control, combination with the experience of controlling in foreign countries, we have some suggestions. This article mainly divided into six parts:The first part is introduction, mainly writing the background and meaning, research situation of home and broad of this passage. In this part, we summarize the advantages and disadvantages which internet brought to us with its rapid development, and then generalizing the research results on net’s and government’s control of experts in foreign country and our own homeland.The second part deals with the contents, classification and basic theory of the government’s control. In the classification of government’s control, we have economy control and social control; separately explained each different characteristics and suitable scope. In the basic theory of government’s control, it has more detailed explanation clarified on public interests of the theory and relax the control and motivation of different applications.The third part is the situation of internet development, serious and harm of net pollution. In this section not only shows the internet’s popularity for the public and also creates the convenience factor of net pollution rapidly. The widespread of net pollution brings so much harm to our country, society and public.The fourth part is from the internet of market failure, analyzing the necessary cause of controlling the net pollution. The effective control from government can restrain the creation of negative external net pollution; eliminating the imbalance appearance, limiting dissemination of net pollution; avoiding monopoly status of net operators, who creates and disseminates the net pollution in order to pursue their own interests.The fifth part is controlling experience from Germany, Singapore and South Korea, analyzing and researching network, with the purpose of solving our own pollution problem.The sixth is the last part of this passage. In this part we will give the measures and suggestions in combination with the successful experience of foreign countries, and accordance with our government characteristics of pollution in network, from government control theory, to improve the legal system, ensure that the Chief Executive, to improve monitoring technology, and strengthen four aspects of moral education, pollution on the governance of network.
