Abstract


In the context of the increasingly complex international environment and domestic reform deepening , a variety of crisis frequent occurrence of serious harm to our country's economic , social , constitute a severe crisis management capabilities on all levels of government and social organization test. The establishment of local government -led, non - governmental organizations to participate in society as a whole crisis response network is the strong response to this challenge . This article is based on this consideration of this issue to explore . The paper is divided into four parts. First part of the analysis of the background , significance , review of domestic and foreign public crisis management research based on the basic concepts of public crisis , public crisis management , local governments , non-governmental organizations defined ; second part of the use of public governance theory, market failure theory, the theory of government failure , voluntary failure theory demonstrated the interaction between government and non-governmental organizations in the public crisis , stressed the important role of participation in the leading role of local governments and non-governmental organizations , for both co- governance provides a theoretical basis ; part III by reviewing the early 2008 S City , Hunan Province , the snow disaster in public Crisis local governments and non-governmental organizations the status of cooperative governance were analyzed ; fourth part of the actual situation , discusses the promote China 's public crisis, local governments and non-governmental organizations to cooperative governance select .
