The civil inbounds flow, in order to improve the structural of the civil staffing system .Organization through some form appraise person’s quality and ability(underused talent、small material use)、speciality is not geared to the needs of the job,to identify the specific status and problem in the human administrative system. Through the different methods to adjust it, make various concrete administrative personnel relationship changed, so as to improve the structural in the civil staffing system。It is based on mobile space for mainline,relative the thrower-in of boundary flow and the thrower-out flow pattern.in human resources management of civil servants,civil servants inside moving with reasonable incarnatie the economic development and social progress,it also so important to reinforce team construction and ensure the normal operation of the country’s civil service system. Since, our party and government attaches great importance to civil service team construction, and strive to build a high-quality and professional team. At present, civil servants inbounds flow has achieved some results, but also appeared many problems in practice, such as civil servants internal flow difficult, flow disorder, flow formalism, etc. These problems weakened flow excitation effect, also waste country’s resource.This article discussed related concepts and the necessity of civil servants inbounds flow, combined with officeholder communication through questionnaire analysis of actual situation of chongqing ,analysised the problems and causes of problems in the civil inbounds flow process, and use related human theory from the organ cultural environment, and the organizers, flow person and program system perspectives of civil servants, analyzed the influence factors,finally puts forward the corresponding countermeasures to perfect the civil service limits flow.
