Abstract


Online approval system is a part of e-government, local governments encountered a certain degree of difficulty in building online approval system, the most critical reason is the complexity of processes and process scalability. Build a rational and efficient online approval system through government business processes reengineering is the focus of this paper. This article holds that we must reengineer the government business process before the construction of the online approval system, this paper presents a set of possible ways of the use of BPR and Information Technology in the GPR, and points out a number of issues should be noted in the process of building.From the operation level, this paper starts from the dispersion process, a closed, mechanical problems or phenomena, uses the convenience that provided by BPR theory, XML, WEB services, work flow and public data center technology and describes and analysis the actual implementation process, provides the foundation and basis of building a process-based online approval system model.From the management view,the problem need to solve is who is going to do, who is going to use, how to do, and how to use . Online approval system must be based on Business Process Re-engineering. In order to promote the restructuring of government departments, it must rely on the powerful management tools and the use of reasonable people skills, as well as the excavation of people to the enthusiasm and initiative and so on. In this paper, setting up leading groups and working groups, reforming the existing approval system, and using legal means are methods to force the reasonable and effective use of online approval system by the various functional departments.The value of this paper is to deepen the understanding of process reengineering, Provides the methods to improve the approval of the existing mechanisms, approval the online approval system model. This will have a certain the reference value in improving the efficiency of the existing approval, improving public service quality, and increasing public satisfaction with.
