Abstract


With the development and progress of society, the sudden emergence of network technology, human society into a new era of Internet information. Strength as a new technology, the Internet penetration in unprecedented ways to the various aspects of people's lives, the socio-political, economic and cultural development has played the role of the accelerator, the so-called \Into the age of the Internet, people can recognize the way the world has become more diversified, the political participation of citizens with the power of the network is also injected new vigor and vitality. Ordinary people can be more convenient and faster through the network to express their thoughts, feelings and political advocates to enhance and improve the awareness and participation of citizens' political participation; also increase government transparency and the degree of democratization. Of course, it also brings the Internet to bring the Gospel to us many challenges. For example, the loss of citizen networks to participate in the specification, the emergence of the \Therefore, to explore how to take advantage of opportunities, meet challenges, and promote the orderly and healthy development of the civic network policy participation, to better promote the construction of socialist democratic politics, and became the new era of environmental studies necessary. This thesis is divided into six chapters, the first chapter I first the citizens network policy research participation from scholars start gradually on the basis and background of the topic of this article, the significance and value of research, the main content of the study and research ideas and methods. The second chapter of this paper important concepts and theories related to make defined, and history to analyze the policy participation of our citizens in the network environment from a form of participation, the need for participation and participation plight. Third chapters in the origin and development of the network as a starting point, detailed Citizen Policy Participation in the network environment and participate in the duality. Accompanied by a detailed case analysis and description. Based on the survey results for the fourth chapter, the author mainly empirical methods of research and analysis of network policy of our citizens to participate in the status quo. The objective is to analyze the status of our citizens network policy participation, motivation, effects, there is a problem, as well as areas for improvement. Problems and difficulties of the fifth chapter, the author derived from the analysis of the previous chapter, from four levels of government, civil, technical and legal research and discussion, and participation of our citizens network policy recommendations and suggestions for improvement, establish the correct the citizen network policy participation direction of development, and to promote the effective participation of citizens. Chapter VI is a summary of the research the main content and perspective, and put forward the need to be further improved.
