Abstract

Letter-pleaing system is a characterized system of our country. It had its unique manifestation in the ancient times,bearing the weight of subject’s yearning and ideal to the hones and upright official. In the modern times,it bears the weight of citizen interests expression,and politics participation,dispute dissolution and right relief, and maintaining important function of social stability. So it makes the role of the society“relief valve”. But“letter-pleaing flood”that has risen continuously more than ten years since middle-end period of the 1990s last century, has become the important factor of influencing the social stability. The letter-pleaing system faced with multitudinous contradiction and high expectations.To the contractions and paradoxes that the Letter-pleaing system operate actually, in view of“what course the Letter-pleaing system should follow”,“benevolence person see benevolence, the wise meet intelligently”,scholars in theory circle put forwards all kinds of countermeasures. Some advocate to intensify. Some advocate to cancel.“Rule of The Letter-pleaing system”that the State Council revised newly on January 5,2005 transmits the signal of reforming system and radiating vigor of the Letter-pleaing system, and further affirms the positive role of the Letter-pleaing system in constructing the harmonious society from legislating at the same time. The Central Party and the State Council constituted“Opinion on Promoting the Letter-pleaing Work in New Period”in 2007. But the implementation of the new“Rule of Letter-pleaing”,is only the first step with which Letter-pleaing system innovation begins. We must analyze the question which the new rule has not solved, and seek the optimization route according to the characteristics. This means the Letter-pleaing work and system meet new chance of development. This paper traces back the history of china’s Letter-pleaing system, pays special attention to the grass-roots Letter-pleaing development and evolution of the present system in a city,and analyzes the malfunction display of the china’s Letter-pleaing system today. According to the characteristic of grass-roots Letter-pleaing, the paper thoroughly discussed the malfunction reason of the china’s Letter-pleaing system. With the domestic environment, this thesis proposes the innovational conception of Letter-pleaing system.This paper is composed of six parts: the first part is preface, which explains the background of topic selection and the research significance to propose the foundation for the next part of this paper. After view the situation of Letter-pleaing system which the domestic and foreign scholar has researched , it presents the main research route, innovations of the paper ; the second part mainly talks of the Letter-pleaing system’s origin , its main origin and the grass-roots operations. this part trace back to the history of china’s Letter-pleaing system, and pays attention to the importance of the china’s Letter-pleaing system; The third part is the realistic interpretation of china’s Letter-pleaing system at grass-roots in order to offer the foreshadowing to the further research of the institution of Letter-pleaing system. it sums up the malfunction display of the Letter-pleaing system at grass-roots. The fourth part analyzes the malfunction reason of the Letter-pleaing system according to the period’s characteristic; The fifth part is about how to optimize the China’s Letter-pleaing system. In this part, the paper first analyzes the law of Letter-pleaing system, and according to the present environment of the Letter-pleaing system, the paper proposed the innovational conception of Letter-pleaing system from work-system, coodination machanism, supervion machanism; The sixth part is the conclution. This part sums the whole paper and poses the research route in future.
