Abstract


With the advancement of international economic environment and the establishment of market economy, the government administration functions play an increasingly important part in terms of fostering market mechanism, enhancing national competitiveness and promoting the development of harmonious society, while they are still inadequate in studying the way of government management such as the administrative tool and form. The present serious global economic crisis, which started first in America, gives us a warning alarm. If the government administration functions in our country fail to keep up with the time, they are bound to influence adversely social harmoniousness and stability, then endangering the achievements of reform and opening-up. According to historical materialism, the theory doesn’t always work that the best government interferes least. A government should properly position its functions, determine the scope, content, degree and intensity of governmental intervention, fully exert its role in macroeconomic regulation and control and appropriately handle the relationship between government and market, business and society, then taking the initiative to adapt to the global economic trends.Under the guidance of the application of the basic Marxism principles to the socialist market economy, on the basis of the practical and theoretical achievement in the eastern and western economic study, the present thesis aims to analyze the strengthening of Chinese governmental administration functions in the background of global economic crisis and the effective strategies in transformation of governmental administration functions in order to explore the implementation of the scientific concept of development and construct socialist harmonious society. History has already proved that the government’s ability to cope with economic shocks goes stronger with the promotion of governmental macro-control ability. Confronted with the opportunities and challenges in the world economy, China should actively enhance the awareness of both risk and crisis, fully realize the urgency and necessity of the transformation of government functions and appropriately position its governmental functions in order to accelerate the socialist market economy with Chinese characteristics, establish a new governmental system adapted to this changing society and make it more capable and more effective in promoting the historical and social development.
