Abstract


With our society fast aging today, it is both imperative and feasible to promote the usefulness of old age. The US and Japan initiated the research in and development of aging human resources quite early and the two countries have garnered rich experiences, but China lags far behind in this regard. To tap the potentials of aging human resources, the key is to tap the potential of talented senior citizens.University retirees are representatives of talented senior citizens. Due to their characteristics, there is great value in tapping their potentials. From the social point of view, by promoting their usefulness, it can reduce the pressure on China due to the possibility of the country "getting old before getting wealthy", thus partially solving the problem of supply and demand in human resources, somehow bridging the age gap among the talented people, and readjust the imbalance in the structure of talented people. The relative cost is small, but the return could be great. From the university retirees’point of view, this could fetch their personal dignity, help achieving their self-realization, and better their physical and mental health.The paper studies the university retirees in Shanghai, and makes a positive analysis of the usefulness of the university retirees. The questionnaire conducted for the survey reveals that the major obstacles in this area are the lack of concerted community development, the lack of a working platform and effective information dissemination, and the lack of social consensus. The paper proposes measures and suggestions to specifically address these issues in order to fully tap the usefulness of the university retirees. These include promoting social awareness, creating a working platform, doing a better job in organizing retirees of institutions of high learning, establishing effective working mechanism for the usefulness of university retirees, and paying attention to their indispensable function in the community, thereby exploring the space for tapping the university retirees’usefulness.
