Abstract


The difficulty of farmer’s credit has become a focus of theory study as well as the public and government in recent years. This paper, basing on a brand new theory named Lending with Joint Liability, explains how the credit pattern of letter of credit in Chenghai district, Shantou city Guangdong province works, which successfully solved the credit problem that puzzled local farmers.This paper is divided into five chapters. The first paper introduces the concept of Lending with Joint Liability, analyzes the causes of it and summarizes the current correlative literatures so as to recognize the theory generally and detailedly.The second chapter, the core of the theory in this paper, analyzes the advantages of Lending with Joint Liability towards general credit pattern in view of adverse selection, moral hazard, state verification cost and enforcement. Then this chapter gets the conclusion that Lending with Joint Liability is more efficient than general credit pattern in respect of getting true behaviour information, imposing effective punishment and reducing credit risk.The third chapter describes two typical credit patterns with joint liability-credit cooperatives in Germany and Grameen Bank in Pakistan, the characters and applicability and the significance of this type of credit pattern in farmer’s credit.The fourth chapter introduces the basic pattern and current situation of letter of credit with the background of letter of credit in Chenghai district. Basing on the analytical frame in above context and there typical credit cases, qualitative analysis is given to prove the significance of letter of credit in solving the credit difficult problem of local farmers in Chenghai district. The fifth chapter is a simple conclusion.
