Abstract


National environmental security is closely connected with the development of national security ideology in current period. A series of ecological issues such as global environmental pollution and resource crisis have become the crucial issues affecting global security.Firstly, the article compares the conception of environmental security, ecological security and biochemical security from legal view in order to definitely establish the conception of ecological security.Secondly, the article confirms that the integral environmental security is constituted with environmental, legal, ethical concept, and it deems that environmental security is the cardinal value of environmental security law. From the perspective, it anticipates that we can establish the legal system of environmental security.Thirdly, the article points out the actual dilemma existing in the environmental issues and the legal system of ecological security, and then demonstrates that environmental security issue is becoming more and more serious.Finally, the article suggests that we should revise existing Environmental Protection Law and enact the Environmental Security Law. Because environmental security plays important part of national security, the reinforcement of legislation in environmental security can be beneficial to prompt the development of environmental protection undertakings. It is crucial to realize the environmental security through legal guiding function, predicting function, evaluation function, compulsive regulation function, and the enactment of the Environmental Security Law can realize national environmental security on benefit of our health life and human’s sustainable development.
