Abstract


With the growing of the information industry, development of globalization and the needs of the market development, Information industry has appeared the trend of globalization gradually. With China’s accession to the WTO, the globalization of information industry is not only bring significant opportunities to China, while a series of difficulties and challenges, especially in national security.The globalization of information industry technical standards as an important part of the information industry globalization, its impact on national security is more prominent. Who can develope the critical technology standard that adapt to the meet of the market development,who will gain the initiative in the fierce market,occupy the huge market,derive huge economic benefits,promote the development of information industry, and protect national security.This paper focuses on the case analysis.Takes the Microsoft, Intel and Cisco for example, analyzes the threat to our national security of information industry technical standards globalization, and then developes the strategy of China’s information industry technical standards.Firstly,it reviews information industry technical standards globalization from four aspects of background and reasons, content and characteristics, practical significance and development trend to understand the environment of the development of information industry globalization.And summarizes that the information industry technical standards globalization is based on the background of the information industry globalization and economic globalization,focuses on technical innovation to protect the information industry and obtain the economic benefits.It is a activity that formulated in the globe scope.Secondly, studies the threat to our national security by three aspect of the process, methods and results of information industry technical standards globalization.Which laid the foundation for the development of the information industry technical standard strategy.Thirdly, summarizes the successful experience about developed countries in the information industry technical standards policy, analyzes the limitations and shortcomings of current policy in China, learns from the foreign successful experience according to the actual development of China,and thinks our country should increase efforts in four aspects of the role of government and enterprise,the consciousness,technology innovation and enterprise alliance.Fourthly,based on the above analysis,foamulates the technical standard strategy of China’s information industry from the four aspect of government’s actively instruct, enterprises’ independent innovation,intermediary organizations’ coordination and social organizations’ surport.
