Abstract


In 1999 , the State Council promulgated the \Since then, the urban minimum living security system has become China's social assistance system of main content. This system is a colossal important system , effectively protect the people's basic living standards , so that they will fall into the abyss of poverty . Since the implementation of this system has made a very remarkable achievement, but also caused a lot of controversy. One of them is about our country's minimum subsistence guarantee system has been produced a similar system of Western welfare state welfare dependency phenomenon controversy , has yet to form a consensus. Discussions about welfare dependency , in Western countries has achieved fruitful results, this study builds on existing research basis for improving China's social security coordination theory and promoting social stability and development , and other aspects of great theoretical and practical significance. The research breakthroughs existing qualitative research methods to Yuelu District for the study made ??a quantitative empirical research . The empirical study used a combination of questionnaires and interviews way guaranteeing that families , ordinary people and the minimum living security managers made ??a comparison between three levels of comprehensive study . The study attempts to show our minimum subsistence guarantee system and the real situation of low households , to clarify the domestic debate about welfare dependency , and put forward a reasonable policy recommendations to the minimum subsistence guarantee system for the country 's development and improvement to make some contribution . The research hypothesis is : My current minimum living standard security system has not produced the phenomenon of welfare dependency . According to the selected demography, economics, social relations, social psychology four variables to this empirical research to obtain first-hand information for statistical analysis, the conclusions of the study support the hypothesis . The paper also puts forward some conclusions based on sound policy recommendations. This study there are many limitations and shortcomings, research has yet to be in the future to continue its efforts .
