Abstract


Since the World War II, Official Development Assistance (ODA) has become an important phenomenon in the global economy and international relations, which is studied widely by western scholars. After the end of the Cold War, the motives and allocation patterns of donor ODA have taken a great change. The main donor countries have been in "aid fatigue", while the impact of ODA on growth varies in receiving countries. Thus, the research on the motives and aid effectiveness of ODA is of great importance.This dissertation firstly analyzes the major characteristics of ODA and the motives of donor countries, and then investigates into the factors that influence the efficiency of ODA, in the end, provides some suggestions on improving the ODA allocation policy for donor countries.This dissertation consists of five parts. In the first part, we briefly illustrate the background of ODA, and explicate the meaning and character of this dissertation. In the second part, on the basis of concept analysis, theory research history backtracking and practice reference, we provide an overview of the characteristics of ODA;In the third part, we analyze the motives of the donor countries from the various points of view of national interest, interest group and bureaucrat behavior; In the fourth part, we analyze the factors that influence the efficiency of ODA in receiving countries and put forward some general suggestions on improving the ODA allocation policy for donor countries .In the final part, we focus on three kind of specific ODA, after investigate into the problems that emerging form the practice of these ODA,we provide some suggestions that helping to improve the efficiency of ODA.
