Abstract


This article analyzed the origin of youth-center, selected 12 youths-centers in Hangzhou city to inquire with interview surround five aspects which includes the buildup of the youth-center appearance, resources, item establish and results, exterior environment and developing ability. Gave the evaluation about development to Hangzhou youth-center and analyzed to point out the problems of youth-center at the same time, such as the conflict between nonprofit-distributing and the develop need with organization, excessive counting on resources system inside, lack with the wishes of the resident (unit) and the mistiness of orientation and develop strategy. The research of the youth-center causes the author to further consider the NPO’s role and function in the community. This text analyzed characteristic of various organizations in the community’s process from the traditions to modern construction, analyzed and concluded that NPO acts as a key variable in the community governance. Furthermore, author indicates NPO’s function on upgrading provide-efficiency of public goods and promoting civil society. This text finally bring upped suggestion for the development of the NPO including youth-center etc, respectively is: promoting the cognition of the NPO in community, set up the support system for NPO, pushing to establish the cooperatation between the NPO and the public sector and enhancing the education of community working troops etc.
