Abstract


The expropriation of the collective land in the countryside should have been actualized by the central government in the light of public interest, yet nowadays the local governments at di fferent levels take even more active part in the course. There are profound driving factors and cause of information in system leed to the preference of the local government. Breaking away from the central government through reform of power separation , local governments become independent units i n deed and strengthen the hankering on local interests. Slow increase in newly-added financial, no settlement of finance troubles through primary developing approaches, both make the local governments turn their developing aims to income of land which is expensive for sparsity. Although common organizations are not able to put their fingers into it, property right and price of land are actually controlled by the local governments for the limitation of current land system. with the power on land expropriation ordained by law, the local governments fall over theirselves for land expropriation which is in low cost and high profit simply for self-interests. Meanwhile, there is another important factor for this preference, that is the arrangement of current assess system and maximun of official interests. The following are basic ways to change this preference. Discriminating prosecution or commonweal land expropriation, increasing compensate standard of land expropriation, limiting the decision-making power of land expropriation of local government, preventing local government from abusing decision-making power of landexpropriation, etc.
