Abstract


This article will be part of a total resource developer retains ownership of the real estate sales contract is defined as incomplete contracts , combing through property rights theory , contract theory , the formation of individual knowledge and common knowledge of theory , theory of institutional change ; finishing at the national level and local level policies and laws and regulations ; established based on incomplete information Cournot model developers, residential property owners game model of incomplete contracts obtained form the biggest reason is the attitude of the local government 's conclusions. And on this basis to further the establishment of local government behavior decision model to verify the local government's economic interests and preferences determine its maximum in the district competition for shared resources and the income will be more support for the process rather than the residential developer owners . Finally, the author also gives according to their own understanding of incomplete contracts can procure the contract to fully develop in the direction of the possible evolution of the role of the parties and to promote some of the recommendations of this evolution .
