Abstract


Broad public information be made public, including government administration public, the information disclosure of listed companies and the natural person credit information public; narrow sense of the information disclosure mainly refers to government information disclosure, are also aspects of this thesis, mainly from information publicly narrow government information disclosure, as well as issues related to research. In November 2001, China joined the World Trade Organization (WTO), China, as one of the WTO, it is necessary to strictly fulfill its obligations under the WTO framework, but also adept at using WTO rules to protect themselves. WTO rules, including a basic rule is the principle of transparency, which requires the government information must be made public. China's accession to the WTO is also information disclosure aspects of the WTO made a commitment. The world already more than 50 countries to develop a Freedom of Information Act, the government information disclosure system, makes it an important legal guarantee in the field of development and utilization of information resources of the country. But in our country, but also not directly related to the information disclosure law, the information disclosure often with reference to other legal or not, there are a lot of problems lead to government public information. To this end, the Chinese government began to study the information disclosure system. This article will illustrate the burden of proof on the basis of our Open Government Information Status and Problems, learn from the developed countries, \This article is divided into three parts, the first part, and interpretation of information public with information about the open system concept, characteristics, principles of development, as well as legal regulation mechanism; second part of the WTO principle of information disclosure system study one of the basic principles of the WTO - the principle of transparency; introduced when China joined the WTO in information disclosure made by the administrative licensing and trade policy commitments. In addition, based on the information in the construction of China's e-government public empirical analysis of three aspects of the Administrative Licensing Law \part of the main basis for foreign public law and China's actual, the WTO under the principle of information disclosure system to build, including in the construction of China's e-government information disclosure and confidentiality of information construction of the legal system as well as information on the open system framework and content, and finally talk to build the information disclosure system should pay attention to the problem.
