Abstract


Budget management is the core content of the Financial Management directly determines the status of the university financial management . With the reform and development of China's education cause in Higher Education vitality constantly enhanced , expanding in Higher Education , University Financial also faced with a more complex situation , funding more prominent the contradiction between supply and demand , economic activity is increasingly complex , diversified funding sources , the use of funds is more complex and increasingly complex accounting and financial data increasingly rich , change the connotation and denotation of university financial management , objective financial need to change the traditional budget management mode , according to improve capital efficiency efficiency and co - ordination of financial resources requirements to establish the use of results -oriented budget management system and financial management mode . This paper attempts to introduce a performance budget management pilot situation and problems of performance budget management as the focal point . Pointed out by analyzing the drawbacks of current budgetary management system and not suited to the development needs of colleges and universities to implement in the current context of the need for and implementation of performance budgeting management conditions . Thus, the performance of the budget management system build start building performance evaluation index system for focus from building principles and quantitative indicators , qualitative indicators of internal performance indicators , targets , weights and quantify analysis to build a full and complete scientific and rational performance budgeting index system . Meanwhile, according to the index system of performance budgeting , the empirical analysis of the case of a university , illustrate the difficulty of the performance the budget index system built . Finally, the combination of the index system of performance budgeting , analysis of the the difficulties existing conditions and needs of university financial implementation of performance budget management , which proposed specific measures and recommendations of the Implementation of Performance Budget Management . Providing a viable and reliable conditions to strengthen the university financial management , improve the budget management system supporting basis .
