Abstract


With the social and economic development, college tuition has increased year by year. In order to make the family poor college students do not affect their studies due to financial difficulties, the countries continue to strengthen the work of student financial assistance, and actively promote the reform and development of the student loan policy. Since 2008, students source credit student loans, types of loans as an important national student loan system all over the country are carrying out. The students source credit student loan policy implementation, largely to alleviate the difficulties students getting loans and schooling difficult predicament, with the in-depth development of the business, the loan before the apparent defects and problems and post-loan links , the urgent argument and solve. In this paper, empirical studies for the implementation of the status quo of Shandong Province Shengyuan credit student loans, first introduced the trajectory of development in Shandong Province Shengyuan student loans, students source of credit, Shandong Province, the implementation of the status quo, empirical research, research mainly using the data analysis, the form of questionnaires, interviews and visits to research to cover the loan management process, involving loans to students, the National Development Bank, Postal Savings Bank in Shandong Province, Shandong counties (Urban) Department of Education Student Financial Assistance Center related entities. Through empirical research to reveal the information asymmetry between banks and student loan bid management process, there is no valid credit assessment system; diverse incentives, there is no system in the post-loan subordinated loan management system, there is no risk compensation mechanism in place; addition, the Governing Body itself seriously lagging behind, human resources scarce, the absence of loan management functions reach loan risk management requirements, not establish efficient working platform of mutual trust between the participating main defects problems. Defects exist for the loan before the management aspects of Shandong Province students source credit student loans, based on the principle of information economics to establish a bank loan students asked the principal - agent \Analysis. Post-loan problem into the theoretical framework of economics, respectively, from Shandong Province students source credit student loans \\Analysis of the defects and problems, this paper put forward some ideas for improving student loans of Shandong Province Shengyuan credit risk management status quo. First, credit management, based on the principle of fuzzy evaluation imitate the more reasonable and practical evaluation method of fuzzy comprehensive credit, combined with the actual situation in Shandong Province, the establishment of Shandong Province Shengyuan student loans student credit evaluation system, and preliminary empirical test, the test results are close to reality situation, can provide technical reference for the work in this area. Second, in the post-loan, it is recommended that the loan management process, the lending bank loan tracking management mechanism with the Student Financial Assistance Center; improve the existing risk compensation system, and improve each to participate in the main body of the work enthusiasm; the abundant biogenic ground student paid form, promote the loan quickly benign recycling; students the student loan system construction, improve relevant laws and regulations, and strengthening law enforcement; strengthen the integrity of education and student loans to popularize the knowledge in higher education as well as public opinion guidance. Hope to provide valuable research and feasibility reference recommended by empirical research, management reform and development in Shandong Province Shengyuan student loans.
