Abstract


The county economy is a key position in the nexus of the basic support points, in all aspects of China's political, economic, cultural. In recent years, with China's industrial structure optimization and the accelerating pace of upgrades, many agricultural areas of the county economy has entered the initial stage of industrialization, but there is still a considerable portion of stranded the first stage of industrialization. The county economic development of the agricultural area is a weak link in the national economy, but also by the impact of the large areas of China's accession to the WTO. How to ensure national food security under the premise of the optimization and upgrading of industrial structure in such areas is a subject of some theoretical and practical significance. Paper selected the County industrial structure of the agricultural area in Henan Province as the research object. The text of five parts, the first part of the theory of industrial structure summarized the proposed restructuring should follow some specific principles, combined with the actual situation of the county economy. The second part of Henan Sui six counties to analyze the sample of counties in agricultural areas of the industrial structure and the status quo of the county economy run, the third part of the analysis of the macro background of this stage county industrial restructuring, the fourth part of the adjustment of industrial structure reasonable orientation with ideas, the fifth section presents the conclusions and policy recommendations. County industrial structure of the agricultural area in the pre-industrial stage, the first industry dominated by secondary industry development, light manufacturing, labor-intensive enterprises, the proportion of tertiary industry is not high. The main factors restricting industrial restructuring are as follows: the comparative efficiency of agricultural production is low, the county-state-owned industrial deep trouble, lack of private economic development, the transformation of government functions lag, lack of financial support. The county industrial structure adjustment should be read in conjunction with the local conditions, the interests of the market as the deepest motives, follow the industrial structure evolution is not reversible, the imbalance exploit its advantage, industrial restructuring and Transfer of Rural interactive. Adjustment should be closely combined with the actual development of the county economy, and take full account of the special nature of the county's industrial structure adjustment and the times and facing the environment, attaches great importance to China's accession to the WTO intensified market competition at home and abroad brought serious challenges, and firmly grasp the industry structure gradient transfer opportunities, and active integration into the tide of the country's industrial structure adjustment. Overcome the constraints of the county economy in capital, technology, human resources, and institutional, resource bottleneck to form complementary strengths, weaknesses collaborative development pattern.
