Abstract


With the rapid development of society and economy and the process of urbanization in recent years, a lot of land has been requisitioned, causing an increase in the number of peasants who lost their land. As difficulty in finding jobs for peasants who lost their land has become a serious problem, ensuring employment security is a major issue that concerns peasants’livelihood in the process of urbanization and a significant way to promote reform and development and contribute to social stability. Taking Chuzhou city as a case, the paper explores the status quo of employment security for peasants who lost their land, the existing problems and their impacts in developing areas and ponders the strategies and suggestions for improving and perfecting employment security policies for peasants who lost their land in Chuzhou city and other regions so as to provide theoretical basis and practical guidance for helping the underprivileged group of peasants who lost their land and building a harmonious society.Applying the relevant theories of public management, public economics and statistics, the paper has a systematic and extensive examination and exploration of employment security for peasants who lost their land by using the integration of qualitative and quantitative analysis and normative and empirical analysis with the aid of literature analysis and comparative methods.Through field investigation, the paper analyses the living conditions and employment of peasants who lost their land in Chuzhou city and studies the relevant factors affecting the employment of those peasants. On the basis of using employment security policies for peasants who lost their land in other parts of the world as reference, the paper starts from the real conditions of Chuzhou city and tentatively puts forward some relevant policies and suggestions including establishment of special fund for employment security policies for peasants who lost their land and a platform of public employment services and their regulation and unemployment insurance and relief.The major content of the paper includes the following parts. Part one mainly analyzes the purposes and significance of the research and elaborates the status quo of the relevant research at home and abroad. Part two makes a detailed analysis of the internal and external factors affecting employment for peasants who lost their land. Part 3 makes a general statement of the general situation of those peasants based on the investigation material of them and conducts sample analysis of some peasants. Part four makes a general summarization of the employment security for those peasants and the main existing problems. Chapter five puts forward the establishing and perfection of the strategies of employment security for landless peasants. The last part is the conclusion part which summarizes the views of the paper and reaches the conclusions.
