Abstract


Employment is Minshengzhiben . With the further deepening of economic and social transformation , China 's employment situation is increasingly serious , there are a large number of urban laid-off workers , rural migrant workers as well as other cities new labor force , their employment constituted the main employment pressure . Combined with over-reliance on the informal sector to absorb labor employment patterns and a certain degree of curing the employment pressure . Accompanied by the deepening of market-oriented reforms , a new form of employment - flexible employment , has quietly generated and developed . Flexible employment has become an important channel to absorb the urban labor force , to ease the employment pressure . The development of flexible employment is not only the only way to solve the employment problem in China , but also the inevitable trend of development to meet the employment patterns , at the same time to speed up the process of urbanization, and promote social harmony and economic development has played a great role . Labor market system , the employment system , social security system and other institutional arrangements to build flexible employment system environment plays a decisive role in the development of flexible employment . However, due to the current system of flexible employment environment in China is not perfect , flexible employment development has been severely constrained . Therefore , optimization of flexible employment system environment , making flexible employment to achieve better development , has become an urgent research topic . This paper attempts to study from a perfect system of flexible employment environmental point of view , it is desirable to create a good space for development through the improvement of the employment system and social security system to promote flexible employment to the development of flexible employment , give full play to the positive role of the flexible employment . In this paper, labor economics theory to construct theoretical models of flexible employment system of environmental impact , and come to the improvement of the institutional environment has a positive role in promoting the development of flexible employment . On this basis , the development of China 's flexible employment assessment, revealed that our legal system is still flexible employment deficiency , lack of enabling policies , inadequate social security system and other issues . In response to these issues , learn from the experience of the European Union , Egypt flexible employment development , combined with China's actual situation , the general idea and specific ideas to optimize the environment of the flexible employment system .
