Abstract

Since the reform and opening up more than 30 years, tremendous changes have taken place in our society, and that this change is continuing. Academic and social development in our country now known as Social Transformation (social transition period). Social Transformation and the emergence of the important key elements of the community resulting in severe shock brought about a series of social problems. As the overall process of social transformation in China is an important part of the traditional governance system of units and neighborhood committee for the macro-institutional context and social infrastructure of urban communities undergoing profound changes. Were:the number of "units" and gradually transformed into "society" and "community" and the street community is no longer a planned economy under the conditions of the inhabitants live a simple point, has become the end result of various social organizations, various the set of points of social groups, the intersection of interests, a rallying point for all kinds of social contradictions. Residents of communities of common interests of the public needs and community demand aggregation and expression of the growing community population structure has changed dramatically, the unit of social space outside the system growing. Meanwhile, the relationship between the Government and the community has not straightened out; grass-roots government role is unclear, contrary to our widely proposed building "service-oriented government" concept. Occur in urban communities to these new phenomena in China’s urban social management system poses a severe challenge. Under the influence of the path of reform, urban grass-roots community management system reform is especially urgent. With the party’s 17 National Congress to improve the livelihood of the people to accelerate as the key task of social development, community management system reform should be the focus of urban reform as the next step and starting point, this is also the basis for strengthening the social construction works.This paper from the management of our present situation of urban communities, in the meanings of urban community management system from the system of units, neighborhood committee to the community evolution of the system, based on analysis of the current management system of urban communities there is a basic structure, problems, etc. and the city of Jinan City, community management system, for example, summed up the domestic part of the typical experience of the community’s key governing mode, drawing on the foreign part of the Fadaguojia theory of urban community management system, structure, pattern, feature, from the Public Administration Next, the angle of the management system of urban community the necessity of theoretical basis, value orientation, path analysis, overall ideas of the core issues and the reform measures and proposals.
