Head teacher is students to work hard in the mind world wide, is leading the students to create spiritual home, is promoting students’moral growth leading power. No one can replace the teacher in charge, and promote the full implementation of the quality education students’healthy development and plays great role of. Long-term since, middle and primary school teacher in charge’s important position and role and not given proper education system embodied, the teacher in charge as the individual also didn’t get the full respect of the head teacher professional development, to head teacher, long-ignored lack of effective organization and management, scientific system in place of the cultivation and accurate evaluation incentive. These problems to a certainextent theprocess of the class teacher specialization restricted.Head teacher specialization as a education system reform, only become government behavior might maximize their due role, only will head teacher specialization construction rise to schools, education administrative department and the government’s joint behavior, assisted by a series of specifications, perfect long-effect mechanism, such as regional propulsion headteacher professional post responsibility system, professional training mechanism, grow incentive mechanism, evaluation mechanism, so as to further education resources, the integration of the top-down, area, in order to realize region-wide school linkage excellent primary and secondary school teacher incharge teamscale, clusterand professionaldevelopment.
