When Internet appeared,it brought deep influence and change to information communication of human society. Along with the development of informaion technology, the network media is becoming a main media which has great influence and potential in news broadcasting field. Network media influence our lives more than mainstream media. Ten years ago, China’s transition to "official opinion" strict control, some different interest appeals, and lack of channel network of these different interests have opportunities to express their own opinions.Network media are positive, democracy and legal system to produce a certain stimulative effect.But network media,while giving unprecedented communication experience to human being,its public opinion have produced some negative effects too,even bring about public crisis.That this way,the network media’s public opinion need to be control rightly. This paper has analyzed these problems existed and tried to provide means and strategies which can be used to eontrol the Publie oPinion on internet.The control of internet opinion is a comprehensive project, which involves media disciplines, information technology, public management, this need to cause the attention and organizations at all levels of the government, and take effective measures. Using the public policy, public administration, journalism and communication theory knowledge, the application of empirical research, analysis and comparison research method, the current popular network events, for example, analyses the present situation and the public network media influence on the problems existing in the actual situation in China, and puts forward some measures and Suggestions.First, this paper studies the forming and characteristics of public opinion about network media.It also analyses representative conceptions of public onpinion and opinion on internet in academin area Tte characteristics have been studied and generalized:generous contents;spontanous opinion is more that of conscious;scattering and conflict.among this characteristics,hard to contrla is the most prominent characteristic.Sceondly, with major network news events, for example, in the study, diffusion news events on the basis of the analysis of network, control and public opinion guide decision the necessity of several factors. One of network, the problems existing in the public opinion in detail, and pointed out the main network media now exist, network negative effects against our politics, economy and culture, and strengthening the construction of network media control necessity.This paper also to our current situation of public control, the existing problems and the causes were analyzed.Finily,I brought forward some measures and policy recommendations to strengthen and improve the control of net media’s opinion.These measures includes:First, perfect network opinion supervision according to the laws and regulations of the network media control, Second, the foreign advanced management experience, the network media network media control perfecting the way, Third, the use of Internet technology, Internet opinion on scientific and effective control, Fourth, to strengthen self-discipline and opinion of network moral restraint, create a harmonious network environment of public opinion. Anyhow, governments and organizations should work together,making the netword medias development be healthy,making the public opinion on net present its positive role and be the mainstream ideology of constructing harmonious net society.
