This dissertation starts with the theory of industrialization and peasants’interests, analyzes the conflict between conventional industrialized development and peasants’interests. Based on the studying of the present relationship between the industrialized development and the peasants’interests, this paper puts forward the institutional innovation and urban-rural integrative development of the rural industrialization, urbanization and agricultural industrialization in order to protect the peasants’interests. The ideas not only provide proofs with the measures of “industry supporting agriculture”and “city accelerating countryside”, but also provide proofs with the rural industrialization, urbanization and agricultural industrialization, meanwhile provide some institutional innovations and development paths to the new-type industrialization. This paper, firstly, discusses the damages to the peasants’interests made by conventional industrialized development from several main aspects such as price scissors and fiscal system, then, analyzes the existing circumstances and problems of the rural economic development in our country, construes the contributions offered by farmers to the industrialized development, which including the contribution of factors, products, market and capital. This paper forecasts and analyzes the gap of per capita annual income between urban and rural households in comprehensive well-off terms, according to the relativity between per capita GDP and that since reform and opening. Second, the author construes the main present situations between industrialized development and peasants’interests from eight aspects, which including land demanded, the price of farm crops, the cost of agricultural means of production, the transfer of rural surplus labor, the rural labor-quality, the education of rural children, the share of industrialized fruits and the fiscal and tax system and so on, the systematic demonstration and analysis cover the main factors of peasants’interests and illustrate the basic relationship between industrialized development and peasants’interests. In succession, combined with the basic problems of rural economic development and based on taking the new-type industrialized road, the paper analyzes the meaning and expounds the existing circumstances and problems of the rural industrialization, urbanization and agricultural industrialization. On the basis of the analysis above, finally, the paper points out the institutional innovation and urban-rural integrative development of the rural industrialization, urbanization and agricultural industrialization in order to protect the peasants’interests. The paper puts forward the institutional innovation including eight aspects, such as rural land system, rural production and business system, household system, rural educational system, rural fiscal and tax system, rural finance and insurance system, rural social security system and organization system, and the author concerns that based on the institutional innovation and the developing of rural industrialization, urbanization and agricultural industrialization, it should achieve urban-rural integrative development and bring about urban-rural co-prosperous new-type industrialized road. Following with the further attention paid by our government to peasants’interests and the further development of new-type industrialized road, it is believed that the peasants’interests will get more maintenance, which not only contributes to solve the problem of peasants’interests and promotes the development of industrialization, but is also beneficial to the advancing of our national socialist modernization construction.
