Abstract


Infrastructure-as-a country's comprehensive national strength and the sign of the degree of economic development, has been the attention of Governments. Since the 1970s, developed the budget worsening debt crisis in developing countries increase, the government is difficult to come up with more money to go to invest in public infrastructure projects. But the economy to develop, infrastructure must first, then a new market-oriented investment approach - TOT emerged. Compared with the traditional investment, TOT can attract a large number of international business and private capital investment in public infrastructure, reducing the government and public sector funding shortage pressures; same time because of the government without providing any financial guarantees, leaving the government to avoid the debt risk; through the project's operations, management rights granted to private investors, can introduce advanced technology and management experience, improve the operational efficiency of the project, the use of the funds received TOT way to develop other infrastructure ...... Therefore, since 90 years has been moved, TOT has been rapid development, and is widely used in the construction of national infrastructure. Vietnam Since reform and opening, the national economy has been rapid development, but the infrastructure and basic industries lag has been restricting Vietnam's economic development \Like many developing countries, the Vietnamese government is also facing financial difficulties, inability to support the rapid development of basic industries. On the other hand, the reform and opening up foreign investment irrational industrial structure, a large number of foreign investors focused on the general manufacturing and processing industries and real estate projects, and investment in infrastructure, basic industries, the proportion is low. In this case, the face of Vietnam huge infrastructure investment needs, how to learn from the successful experience of foreign countries, the introduction of the TOT mode while actively guide the use of foreign capital to build infrastructure, the Vietnamese economy has become a critical issue in the work . TOT way to provide a quick access to foreign infrastructure operators in Vietnam shortcut market, foreign investors can from the rapid development of the Vietnamese economy in the sharing of benefits; also for financial institutions, the IMF, all kinds of corporate and private capital to provide a basis for participation financing and operation of the facility possible. Franchise handover management studies TOT project financing a major feature. This article is based on the above considerations, trying to international norms by TOT franchise transfer management theory to explore how the current infrastructure in Vietnam and to promote the use of TOT, promote long-term sustainable development of Vietnam's economy.
