Abstract


As a main branch of Songhua Lake ,Huifa River makes up its most of the pollutant load , and Huifa River’waste discharging amount accounts for 50 % of the total amount of SongHua Lake’s allowable waste capacity. Among all the flowing regions, the city Meihekou, acted as the source of the Huifa River, cause the most serious waste discharging.In recent years , rapid social economic development of Meihekou make the water pollution more critical in Meihekou drainage area, which destroys the ecological environment of downstream. In order to decrease the pollution and ensure the sustainable development of the economy , we have to take effective measures to improve the water condition. The following is the planning study whose purpose is to control the water pollution of Huifa River-Meihekou flowing region.First of all , by this research readers can find the pollution reasons and trend through gathering the information about hydrographic,water-quality monitoring and pollutant source. Second, according to the practical situation, choose the suitable water-quality model, set the relevant parameter, calculate the capacity of water environment to delimit the pollutant discharging and decrease the pollutant amount .Third , based on the current economic development and population increasing combined with water environment capacity , forecast the economy ,population,and allowable discharging amount in target year. The relevant data of the research is on the basis of the eleventh five-year plan of Meihekou. Taget year is the year 2015. Finally, in accordance with the indicators of the target year, put forward effective schemes and measures of pollutant control to reach the expected aim.I hope this research can not only provide reference and advice for water pollution governance, but also contribute to sustainable economic development of Meihekou. .
