Abstract


The lack of Our country social security in rural area affects the carrying out of the family plan policy, which affects the aim of totally constructing well-to-do society and realizing of agriculture modernization. It restricts the consuming demand of farmers and leads to the rural society unstable. So establishing the social security in rural area is an urgent affair, it also is a key to solve the issue of "rural area, farmers and agriculture."After 1949, the rural area cooperative medical service system was established in Suzhou and it lasts to date. Presently it has developed into a new type cooperative medical service system. On the basis, in Suzhou rural area it establishes the social security system including medical security, pensioner security and lowest living level security. Farmers gain a well security. However the rural area social security system of Suzhou is planned based on county-level cities as whole-plan zone, social security system differs between county-level cities. It makes a lot of obstacles in further more development of rural area’s social security.In order to further more develop the rural area social security system of Suzhou, it must be strive for following aspects:Firstly, to improve the legislation level for rural area social security and to realize the unification of rural area social security system in Suzhou citywide;Secondly, to strengthen the fund management, administration management, investment management and supervising management of the rural area social security system, realizing the fund value-kept and value-added, safely operation;Thirdly, to unify the social security modes, realizing the social security mode transferred from partly accumulation to total accumulation.
