Abstract


To adapt to the modern economy and globalized business environment , in the face of the grim situation of competition and challenges , the Chinese railway must quickly reform and development . Heterogeneous enterprise scale and rich cultural heritage railway enterprises from the current situation , on the one hand, the formation of many traditional concept difficult to get rid of the stale and management mode , on the other hand because of the long-term semi- militarization closed management style , has been significantly restricted of the reform process . Currently the focus of competition in the world , has shifted from physical capital competition of human resources and its potential to give full play to the competition . The people are the most active , the most important factor in the enterprise , effective human resource management will be the key to enterprise organizations to gain a competitive advantage . Incentives is one of the core issues of human resources management , incentive enterprise management eternal theme , it is imperative to establish a scientific and effective incentive mechanism . For this purpose , the author of the depth of mining railway enterprises the shortcomings of the existing incentives and causes , to seek practical solutions countermeasures . Depth from three parts , begins with the understanding of the meaning and the theory of incentive , and focus on the lack of analysis of the railway enterprise incentive mechanism , causing the status quo from the focus on institutional factors ( the drawbacks of the current system ) to start the causes and seek to solve countermeasures . Railway enterprises should benefit oriented transition -oriented human resources , the transition to the modern enterprise human resource management and development from the existing personnel, labor management , must establish a scientific and rational , human resources management system , and really make an inventory of human resources to maximize the advantages .
