Abstract


\The development of the rural economy , the adjustment of agricultural structure and improve farmers' income , which are inseparable from the support of the funding needs of rural finance , the smooth flow of the meridians . At present, however, the rural finance has increasingly become the bottleneck restricting the \How to get rid of the bottleneck of the rural financial constraints , and to promote the settlement of the \Due to the different municipalities, and regions , so that the rural financial reform can not be just an -fits- all standard mode. The reform must be adapted to local conditions , and must not be across the board , must be based on the local economy, to explore local financial reform model . In this article, so I will be based on actual Ningxia rural areas to rural private lending as an entry point to explore a road suitable for the actual situation of the Ningxia rural financial reform . From the connotation of rural financial elaborated rural financial organization system and functional characteristics , important feature of the rural financial system is the \institutional economics theory to demonstrate its reasonableness . The rest of this article using empirical analysis method , based on the rural areas of Ningxia , combined with the research group 's survey data , to conduct a comprehensive analysis of local formal financial and non-formal financial ( private lending ) the status quo , problems , causes and impact . And then combined with the conclusions of the empirical analysis , targeted valuable suggestions on the reform of the financial system in rural areas of Ningxia . Finally , the paper points out that the \effective policies and measures to strengthen agriculture , conservation agriculture , efforts to increase farmers' income .
