Abstract


China's accession to the WTO, on the field of project cost by the biggest impact is the pricing model and methods of engineering. China's construction industry in the July 1, 2003 in order to integrate with the international practice and practice, the formal implementation of a \Nevertheless, in practice there are many construction companies are still used in the fixed-denominated, which indicates that construction enterprises not pay enough attention to the way the bill of quantities and understanding, or by their own technology and management level restrictions can not list pricing . Given this situation, the paper first analyzes of the reasons for the implementation of the bill of quantities: the current project cost pricing model to the average price for the social basis for the formation of the project cost, not actually reflect the true level of the bidding companies, restrictions to some extent a fair competition. BOQ pricing reflects the individual cost of the project is conducive to independent offer, in line with the market economy, the law of value, mostly used abroad this pricing. Second has been practiced in the United Kingdom, Hong Kong, Japan BOQ pricing model and our \Then bill pricing and quota valuation summed up the superiority of the bill of quantities. BOQ pricing model from list pricing norms practiced, can be seen the impact of China's construction enterprises. The paper then focuses on the face of the new pricing, the construction enterprises in China in terms of the tender offer, contract management and cost control measures to be taken. Measures to improve the ability of the tender offer: to strengthen the construction of enterprise information, improve the quality of the cost of personnel, establishment of a risk management system and corporate fixed; measures to strengthen contract management: training contract management personnel, the establishment of a contract management system and improving the contract management system ; strengthen cost control measures: establish the cost-conscious employees, improving the technical and management level, considering the quality, cost and duration of the project among balanced relationship. Through the elaboration of the entire paper, you can come to this conclusion: the mode of implementation of the bill of quantities will continue to be in-depth and expansion of China's construction enterprises in order to survive and develop in such a pricing model, it is necessary to improve the ability of the tender offer and overall quality, in order to participate in international competition.
