Abstract


Rent that is looking for rent. Rent-seeking basic meaning is: the market economy conditions, certain individuals or interest groups through government intervention on the public power to obtain excess profits behavior. China's current economic system is in a critical period of change , the government 's excessive intervention in economic activity has led to rent-seeking activities in the country 's widespread. Rent-seeking behavior harmful to the society , will cause the abuse of power and corruption , resulting in waste of social resources , bringing intangible social efficiency loss , poisoning society air , resulting in the loss of government legitimacy . The root cause of rent-seeking behavior include: inappropriate government intervention ; immature market economy system has dual characteristics ; dual pricing system ; lack of supervision and restraint mechanisms ; legal system is not perfect ; corrupt psychological adjustment mechanism . Legal regulation must be used rent-seeking behavior , the concept of legal regulation is to establish the rule of law and government , limited government , sunshine government , clean government and efficient government . Legal Regulation of rent-seeking behavior , including improvement of the relevant legal provisions , construction and reform of the system of government ( including improving public administration system , reform of administrative examination and approval system , the transformation of government management, restriction and supervision of administrative power , improve public official property declaration system ) , state-owned enterprise system ( including the reform of corporate assets supervision and management system, establishing a modern enterprise system ) , other relevant legal system ( including the development of intermediary organizations, antitrust and establish a sound legal system ) .
