Abstract


Today , in the twenty-first century , in order to lead the country to create a new era , the government should cooperate with the social , national power to return to the community , to expand the direct participation of citizens in public administration , government functions from the management to the service , in order to achieve public to maximize the power of social and public interests . \the capabilities and limitations of the administrative , illustrates the evolution of the relationship between citizens , public administration and citizen participation . Pointed out the need for citizen participation in public administration : in order to remove the lack of form of the traditional bureaucratic system of government organizations , democratic governance, public administration should establish the mechanism of mutual penetration of a bureaucratic organization and civil society , on the one hand, bureaucratic organizations active citizen participation channels to achieve the purpose of the democratic administration to change the past bureaucratic organization just passive , passive, conservative impression ; the other hand , the citizens should effectively improve their own quality , to become a good moral citizens , and actively being involved in public affairs . Finally, the feasibility of citizen participation can be put into practice , the combination of the realities of China , from the formation of the popular \Participation in environmental design is conducive to citizen participation in the organization with the legal system .
