Twenty-one century is the era that knowledge economy occupies the leading place. After joining WTO, Chinese agriculture is facing new challenge. Guangxi locates in the southwest frontier of China, described as "80% mountains plus 10% rivers plus 10% rice fields" by common saying, in which most is mountainous region and often damaged by spring and autumn drought. So it is full of practical meanings that how to resolve people’s rice problem in mountainous region and find out the technical factors which influence mountainous farmers adopt dry rice, furthermore, to take useful measures to improve the promotion of adopting dry rice.This article took the farmers in two natural villages—Ma Ze Villege and Genglu Villege in Xincheng county,Laibin city,Guangxi as research objects for detailed investigation through questionnaire, interviews and inspection on the spot, analyzing the influencing factors of fanners’ adoption of new species of dry rice in theory and in practice. These influencing factors include natural circumstance, policy guidance,the adaptability of good species,farmer’s age,sex and education,the contacting times between farmers and the promoting personnel and so on.. This research conclusion and suggestion is submitted on the basis of theory analysis and examples research.The research conclusion is as below: The natural conditions in this area is very bad, farmer’s economy foundation is weak, annual income is quite low, the ability of fighting against risk is weak, education is not good enough, most young labor flow to developed region, all these factors limit the farmer’s ability of adopting dry rice. Since the farmer’s inner motive of adopting dry rice is not strong enough, local government’s supporting policy is quite necessary. Lack of contact between the promoting personnel and fanners, technical service unavailable in time, lack of market information, the vibration of rice price is great, the profit of dry rice is low, the weakness of fighting against drought and plant diseases and insects pests, easily being damaged by birds and rats, technical intensity labor and technical cost are high, all above limits the adoption of new technique by farmers. Based on the research conclusion, below suggestion is presented: Firstly increasing investment on improving circumstance of dry rice production and on strengthening fanner’s ability of adopting new technique. Secondly strengthening agricultural technique training, improving farmer’s science quality, strengthening the farmer’s activity of adopting new technique. Thirdly perfecting technique promoting system and offering qualified technique service to farmers. Fourthly spreading the promoting system by participation from bottom to top. Fifthly correcting the promoting idea, developing the effect of agriculture science education during the promotion..
